GEMS - Rules and Regulations (Draft)

1. General

  1. The Growing Engineer’s Monetary Support(GEMS) is a scheme for giving scholarship’s to deserving students with low financial background but with good academic records by creating a corpus fund.
  2. The target amount for the corpus fund is Rs.100 lakh.
  3. The interest earned from the corpus shall be utilized to pay the scholarship to the needy students.
  4. The scholarship amount per student per year is Rs. 10,000/-.

    Since GEMS is a corpus fund it will take an year to mature to make the payment. But anybody who volunteers to donate (not to corpus) amount now will be entertained in the first year of the fund to start disbursements in this year. Such contributions will be accounted separately

A three tier management structure as given below shall manage the fund.

Consisting of Heads of Engineering Departments in CET,Secretary CETAA, and headed by the Dean (UG Studies).

The GEMS Managing Committee will have the following members

  1. President CETAA
  2. Secretary CETAA
  3. Treasurer CETAA
  4. Five members to be nominated by the Executive Committee out of which three shall be from the Executive Committee.
  5. Representative of batches/chapters donating Rs.2 lakhs or higher , and individuals who donate Rs 50,000/- or higer.
  6. The Manager, S B T, Engineering College Branch Trivandrum.

3. How to create corpus fund

  1. The corpus fund is proposed to be created by donations from CETAA members or individuals or companies or organizations.
  2. The CETAA members of a particular batch or branch or a chapter can contribute to the fund.
  3. A batch/chapter who donates more than Rs.2 lakhs will have the option to nominate a member in the GEMS Managing Committee.
  4. The contribution/scholarship will be named after their Batch/Chapter to maintain the identity of the donor Batch/Chapter.
  5. The recipients of the scholarships will have to donate back the amount to the GEMS for replenishing the fund. This is purely voluntary but the Managing Committee shall take every effort to persuade the recipient to repay the amount.
  6. The list of contributors will be published in the website.
  7. The list of recipients will be published in the website.

4. How to Donate to GEMS

  1. All donations/contributions to GEMS for supporting deserving students with low financial background shall be credited to GEMS Account No. 67094639700 in SBT, Engineering College, Trivandrum branch.
  2. The payment can be made through internet banking or by cheque/DD favouring “GEMS-CETAA” drawn at Trivandrum.

5. (a) Procedure for inviting applications and identifying the eligible students

  • Applications towards GEMS Scholarship shall be invited by CETAA in the first Monday of January every year from the students admitted in that year.
  • The entire process of submitting application shall be made on-line and the status of application and selection will be made known to all in the website of CETAA.
  • The last date of receipt of applications [complete in all respects] shall be last working day of January.
  • The select list of the Scholarship recipients shall be prepared initially by the Selection Committee and then by the GEMS Managing committee within the first week of March every year.
  • The select list shall be approved in the Executive Committee meeting of CETAA, to be held on the second Saturday of March.
  • The disbursement for the first year will be done before the last working day of March every year.

(b) Eligibility for applying towards GEMS Scholarship

  1. The applicant shall have a rank not less than 10000 in the Common Entrance Examination. [Rank certificate attested by the staff advisor shall be produced along with the application]
  2. The applicant shall not be a recipient of any other scholarship. [A certificate to this effect shall be produced along with the application]

(c) Criteria for selection of recipients

The guidelines, if any, suggested by the contributors [Individuals/Batch of Alumni/CETAA Alumni Chapters] shall be implemented for identifying/selecting the deserving students. Otherwise, the procedure for selection of eligible students shall be based on income. The income certificate issued by an appropriate authority [to be produced along with the application] and the recommendation of the concerned Head of Department to ascertain the income criteria shall be the basis for selection.

6. Renewal of GEMS Scholarship

The renewal of the scholarship shall be done only if

  1. A student passes all subjects in all semesters as on the date of renewal. However two live supplementary in any of the two subjects may be allowed.
  2. A student gets a G.P.A. of at least 7.0 in all the semesters as on the date of renewal. A progress certificate recommended by the concerned staff advisor & HOD shall be produced along with the renewal request in order to receive the subsequent installments of scholarship.

7. Disbursement of Scholarship

  1. The first year amount will be disbursed in the month of March but before the last working day of March in full.
  2. Subsequent disbursement (renewal) will be done in two installments in the month of September and February based on the eligibility for renewal.
  3. The scholarships will be distributed to the recipient in the annual CETAA Awards ceremony. The representatives of each batch contributing Rs. 2 lakh or more, or individual contributing Rs 50,000/ or more - shall be invited to be present in the award function.
